The Barangay Chairman is constantly aiming to uplift the way of living of each of his constituents in any way he can. It is in this regard that everyone is strongly urged to also pitch in or help out to improve every facet of service of our present administration. With the help of the Barangay Council, and also of our constituents, all worthy undertakings by our elected officials shall be accomplished.

All these good doing are not impossible to relay and serve to the people of Putatan without the guidance and love from the Lord Almighty.

History

Some of the forefathers of the residents in this is what is now called Barangay Putatan believed that the first inhabitant in this place were the primitive ITA who occupied the portion of the area nearby, a fishing ground that were semi-nomadic having no permanent shelter moving back and forth where they are towards Southwest areas like Batangas and Cavite depending on the abundance of food and means of livelihood (hunting and fishing) lasting for 2 to 3 years.

When the Spaniards colonized the Philippines, those who came in this particular place which has yet no name during the 18th century found that many trees abound which looked like the Santol tree but whose leaves are much bigger with flowers, blooming like rounded bunches of threads in rosy color in a seemingly small vine branches to become chain of fruits. The fruits are known to be poisonous, resembled like the American guava, has been called to be “Putat”, since then the Spaniards named the place as “PUTATAN” where the fruits blooms.

The prevailing means of livelihood during the Spanish era was agriculture at the hilly side of Putatan, as well as, fishing along the shores of Laguna Lake. Rice and corn that they were planted was subject to taxation by the Spaniards, where the portion of the harvest was brought to the “headquarters” where the warehouse is located.

Meanwhile, towards the end of the 19th Century during the Philippine Revolution against the Spaniards in 1898, two sons of Putatan were recruited by Gen. Emilio Aguinaldo as Katipuneros namely DIMAS Estole and HIPOLITO ESPORLAS who immediately participated in the battle of Pinaglabanan (San Juan). The entire Katipunero were killed including the leaders from Batangas except Dimas and Hipolito who survived because of the “Agimat” (Amulet) which Dimas said to be carrying. Thereafter, Dimas outfit was used in some more skirmishes and the story were told and retold by elders of Putatan.

Later, the Americans supplanted that of the Spaniards which brought about changes among in the inhabitants of Putatan particularly in their livelihood. Almost all owned karetela/Kalesa (Cart) towed by a horse was earning by transporting American soldiers to Pasay as their passengers. The farmers also stopped their planting of rice, corn and other crops as they were ordered to shift to sugar cane plantation.

Eventually, sugar industry became the new means of livelihood with the central facilities located at the area now called “Country Homes” of the Espeleta’s and Summitville of Fresnedi’s (the ancestors of Muntinlupa City Mayor Jaime R. Fresnedi). And incidentally, this new lifestyle both manifested by the people’s sense of industry and adaptability found time for rest and recreation such as movie house operated by a certain “UWELE”, an American owning a projector and which was located at the place of a certain WEIDMAN in an area of Putatan

Geographic Features

  • Location and Boundaries

Barangay Putatan is bounded on the north by Barangay Bayanan to the east by the Laguna Lake, to the southeast and southwest by Barangay Ayala Alabang and to the west and northwest by Barangay Poblacion. Its total land area is about 674.60 hectares which accounts for 14.4% of the entire Muntinlupa City. According to the described Map by the Philvolcs, some areas in the jurisdiction of Barangay Putatan were included on the list of hazard areas connected to the West Valley Fault Line.

  • Landmarks

One of the landmarks of Barangay Putatan is the City Hall of Muntinlupa which is located along national road and the Maynilad Water Treatment Plant located at Nia Rd. after the PNR rail tracks.

Barangay Putatan has a 3-kilometer stretch of the National Road from the boundary of Putatan-Bayanan and Putatan-Poblacion. All types of transportation can pass thru the National Hi-way except Tricycles which is prohibited in the National Highways as public transport.

The water from Laguna De Bay has been the primary resources of every household thru the filtration from the Maynilad Water System.

Demographic Information

  • Population

According to the data survey, there are 92,000 total populations which composed of 43,400 Male and 48,600 Female. This is an indication that the population keeps arising due to numerous birth, relocations and migrations of families and their members. Barangay Putatan has 344 total number of voting precincts with total count of 64, 273 registered voters

  • Number Of Families

The total number of families in Barangay Putatan is 22,000 as of June 2018 based on the partial census conducted by the Barangay Community Affairs office. These households are situated in all four (4) clusters in Putatan.

  • Ration Of Men And Women

In Barangay Putatan, the number of female population exceeds the number of males. Nevertheless, the ratio is almost always 1:1.

  • Housing Materials

A total of 15, 528 households are counted in the barangay. Of the total figure, 40% are made up of concrete materials, 40% are semi-concrete and 20% are made up of light materials including those illegal settlers.

Governance

Political development inevitably made its profound mark in the social, economic and cultural life of Putatan as growing community.  While it quickly progressed through the years towards 1930’s during the latter part of the American regime, Putatan became a political unit Barrio (now Barangay) administered by a “Teniente” (a Spanish word for Councilman) with:

Estanislao Espeleta serving as the first “Teniente del Barrio” (the title later to be renamed Kapitan del Barrio and now Punong Barangay or Chairman) for the period 1939 to 1943.

And thereafter, followed by the following Barrio/Barangay Chiefs;

The new administration of FY 2013 up to present, under the governance of Barangay Chairman Danilo Rosca Teves, who also served the same position from 1989-1997 and 2002 up to 2007 has been put to task to continue reforms, instill a semblance of transparency and accountability and to make services faster and easier for their constituents.

Development Administration

Barangay Council

The present political system and structure of Putatan as reflected in the leadership of Punongbarangay Hon. Danilo R. Teves and the members of the Barangay Council have resulted to a performance satisfaction based on the assessment made by the residents.

Constituents of Putatan, agreed that there is no such thing as a perfect government. However, our local barangay leaders deserve a rating of good, which is thought to be fair and just rather than being poor.

Every plan of each projects have been enumerated with fund allocation and assessed during the Sangguniang Barangay Regular Session for approval for its Implementation. Barangay Development Council (BDC) will monitor and evaluate the implementation of programs and budgets.

Barangay Development Council (BDC)

The Barangay Development Council mobilized people’s participation in local development efforts in preparing barangay development plans based on local requirements and monitor or evaluate the implementation of national or local programs and project as may be provided by law or competent authority. It also focuses their strategic direction to areas identified with social, economic and environmental problems.

The Barangay Development Program

Barangay Putatan is a residential/commercial area with no major factories abounds with small scale business such as Sari-sari stores. The main source of the income of the barangay is generated from the real property taxes and community taxes.

As preparation on the 3-year Development Plan, guided by the provisions of Article 414 of the Local Government Code of 1991 (RA 7160) the Budget of the Barangay was derived from the following:

  • Miscellaneous IRA share
  • Total Budget Revenues

Sources of fund was based on the estimated income for the current year and collected from the following:
