Mayor Rozzano Rufino B. Biazon

The newly elected Mayor of Muntinlupa City, Hon. Rozzano Rufino Bunoan Biazon once dreamt of becoming a doctor. This was the reason why he took up Medical Technology at the University of Sto. Tomas. However, as fate would have it, he was ushered into the world of public service.

His baptism of fire as a public servant started when he got appointed as Youth Representative in the Videogram Regulatory Board in 1991. This was followed with a stint as the Chief of Staff of his father, retired Armed Forces of the Philippines Chief of Staff General Rodolfo “Pong” G. Biazon, during the latter’s first term as an elected Senator in 1992 – 1995.

After his father’s unsuccessful re-election bid, Mayor Biazon, or “Ruffy” to his family and those close to him, worked briefly as Chief Legislative Officer in the Office of Sen. Sergio Osmeña III before eventually venturing into a private business. He once again served as his father’s Chief of Staff when Sen. Pong Biazon successfully regained his Senate seat in 1998. He was to occupy this post until 2000.

Ruffy embarked on a very difficult journey in 2001 when he decided to run for the lone congressional seat of Muntinlupa City. With the support of his family and the people of Muntinlupa City, he was able to surmount all the challenges and triumphed in the 2001 elections as the Representative of the Lone District of Muntinlupa City. He will go on to serve in this capacity for three consecutive terms (12th Congress, 2001 – 2004; 13th Congress, 2004 – 2007; and 14th Congress, 20007 – 2010). He was able to author and co-author more than thirty (30) laws when he finished his third term during the 14th Congress.

Mayor Biazon also served for two years (2011 – 2013) as Commissioner of the Bureau of Customs where he initiated a wide range of meaningful reforms. Foremost among these was pushing for the passage of the Customs Modernization and Tariff Act which eventually got enacted as Republic Act No. 10863. He worked for the passage of this law as this is envisioned to bring the Bureau into the 21st century by making it more responsive to the needs of our countrymen. As Commissioner, he also worked vigorously for the computerization of the systems within the Bureau of Customs in order to promote transparency and efficiency in its operations.

The people of Muntinlupa City once again reposed their trust on Mayor Ruffy when they gave their approval and elected him as their Representative to Congress for the 17th Congress (2016 – 2019).

Born on March 20, 1969, Mayor Biazon is the youngest of three children of Sen. And Mrs. Rodolfo G. Biazon. He is happily married to the former Mary Catherine Guinto Reyes. They are blessed with four (4) boys.

Experienced Legislator

Known for his independence in thought and principled stand on issues, he is acknowledged as one of the most hard-working and dynamic members of the House of Representatives. He actively participates in committee hearings and plenary debates. He also issues relevant and timely insights on matters of public interest whenever he sees the need for this.

Mayor Biazon focused on issues concerning national defense, public order, health, environment and education as well as matters that would improve the plight of our people. He is guided by the principle “always do the right things and do things right” as he participated as a member of Congress as it performs its legislative role and exercises its oversight functions.

He has already filed more than 70 proposed measures and various resolutions on: defense and security; local governance and public order; poverty alleviation/social justice; education; environment; agriculture; housing; maritime, air and land transportation and safety as well as other proposed measures that would promote and protect the plight and welfare of his constituents in Muntinlupa City and the Filipino people in general. As in his previous terms, he plans to pursue a legislative agenda and projects for his district focused on his “Karunungan, Kaunlaran, Kalusugan, Kapayapaan, Kabuhayan and Kalikasan Program” (6K Program).

“Pagbabago sa sarili, sa lipunan, sa pamahalaan, ito ang diwa ng tunay na pag-unlad.” This will always be Mayor Ruffy’s guide as a servant of the Filipino people.
