I. Mandate

Drug Abuse Prevention and Control Office (DAPCO) was created by virtue of City Ordinance to oversee the drug abuse prevention and control within the City of Muntinlupa through BADACs, which aligned with the Drug Demand Reduction program of the national government.

III. Mission

  • To promote effective compliance with and enforcement of all the provisions of Republic Act No. 9165, otherwise known as "The Comprehensive Dangerous Drugs Act of 2002";
  • To conduct sustained and comprehensive drug education and awareness programs designed to promote the well-being of its citizenry away from the harmful effects of dangerous drugs;
  • to serve as an effective mechanism to re-integrate into society individuals programs of treatment and rehabilitation.

IV. Service Pledge

Drug Abuse prevention and Control office commits to:

A. Promulgate rules and regulations as may be necessary to carry out the purposes of ordinance no. 02-067 "An ordinance converting Muntinlupa Drug Abuse Prevention and Control Council (MDAPACC) to Drug Abuse Prevention Control Office (DAPCO), defining its power and functions and providing funds thereof.", ordinance no. 03-094 "Amending Ordinance No. 02-067 otherwise known as the Muntinlupa Drug Abuse Prevention and Control Office (MDACPACC) to Drug Abuse Prevention and Control Office (DAPCO), and creating additional Division to be known as the Drug Enforcement Division (DED), defining its functions and Composition.", ordinance no. 08-063 "Amending sections 4,5,7 and 8 of City Ordinance No. 02-067, as amended otherwise known as the drug Abuse Prevention and Control Office (DAPCO) and Section 3 of City Ordinance no. 03-094", and prescribe administrative remedies or sanctions for the violation of such rules and regulations.

B. Develop educational programs based on factual information and disseminate them to the general public through drug forums, symposia, and other public interactions focused on drug awareness. Strive to raise public awareness about the hazards of dangerous drugs by providing lectures, informational and educational materials, and by coordinating with all educational institutions, as well as national  and local law enforcement agencies. Collaborate with all sectors of society, including the urban sector, youth and student groups, in planning and conducting educational campaign  programs and projects.

C. Provide law enforcement officers, school authorities and personnel of Centers with special training on substance abuse prevention, Intervention and rehabilitation, in coordination with Dangerous Drug Board (DDB), NDEP Center and other national agencies.

D. Conduct scientific, clinical, social, psychological, physical and biological researchers on dangerous drugs involving local and national drug situations.

E. Draw up and maintain in on consultation and in coordination with various agencies involved in drug abuse control, treatment and rehabilitation, both public and private, a City Treatment and Rehabilitation Program for drug dependents in Muntinlupa.

F. Receive, gather, collect, and evaluate all information regarding the importation, exportation, production, manufacture, sale, stock levels, and seizures of dangerous drugs, as well as the estimated need for these substances from any officials, instrumentally or local agency or any private persons or enterprises dealing, engaged in activities related with dangerous drugs.

G. Relay Information and report any violations of Republic Act 9165, known as the Comprehensive Dangerous Drug Act of 2002, as well as other drug related laws and ordinances, to law enforcement agencies. This will facilitate the apprehension of offenders  and the confiscation of dangerous drugs. Additionally, transmit evidence to the appropriate court.

H. Establish rules and regulations to provide appropriate rewards to informers who help discover and seize dangerous drugs and assist in apprehending violators of Republic Act 9165 and other relevant laws and ordinances.

I. gather and prepare detailed statistics on drug dependents requiring rehabilitation and treatment, drug-related operations conducted,  persons apprehended, cases filed, cases resolved, cases referred, and cases dismissed  or resulting in convictions.

J. Coordinate and enter into agreement with all sectors of the society NGOs and POS for local, national and foreign agencies for effective prevention and control and eradication of drug dependency or abuse.

K. To help promote nationally sponsored projects ang programs against illicit drug.

L. Collate, validate information, case build up on drug personalities and close monitoring of drug case referred to court.

M. Maintain a database of PWUDs for monitoring of their reintegration back to the society, and a database of validated personalities reported via DAPCO Hotline and social media platform.
