Vision

We envision Barangay Tunasan, City of Muntinlupa as Service Provider and sports Recreation Hub of the South, with God-fearing and self-reliant, disciplined, healthy, and educated people in a participative community, working together to a progressive economy, supported by a well-built and disaster-resilient infrastructure, in an attractive and clean environment, under a pro-active, transparent, and efficient Barangay Local Governance.

Mission

In order to fulfill its vision, we are committed to:

  • To establish the identity of Barangay Tunasan as a Sports Recreation Hub of the South.
  • To transform our barangay into a more peaceful, clean, progressive and disaster resilient community.
  • To encourage the development of business and industries for employment and livelihood within the barangay.
  • To provide our constituents with basic services such as education, health, among others, through effective and efficient governance.

Goals

  • Improve barangay administration by providing relevant and perceived necessary trainings for Barangay Officials and functionaries to improve competencies.
  • Formulate a 3-year BDP responsive enough to provide impact to the lives of our constituents
  • Organize barangay-based institutions that will be of help to the barangay and to allocate appropriate funds for their training to enhance capabilities.
  • Strengthen community participation by maximizing the membership of the NGOs, HOAs, religious organizations and stakeholders.
  • Involve NGO members, local organizations in the planning and formulation of the BFP, disaster Preparedness Plan, Barangay Environment and Sanitation, Human Rights and Health Programs.
  • Participate in various local government service effectiveness and efficiency search like the Lupon Tagapamayapa.

I. Legends / Myths On The Origins And Source Of Its Name

Muntinlupa City is composed of nine barangays spread geographically between the two (2) political districts.  Barangay Tunasan is located in the First District with three other barangays namely Poblacion, Putatan and Bayanan.

  1. First Legend / Myth – During the mid 13th century, a group of Malays headed by a certain “Datu Puti” left Panay Island and traveled toward Luzon. With him are two datus, namely Datu Manaplo and Datu Malamig who proceeded to Manila.  But the natives who live in Manila were hostile, so they left Manila via the Pasig River.  When they reached Laguna de Bay, Datu Manaplo and his men decided to stay on the land area they found called Bagbagan and build their homes, while Datu Malamig, his father, proceeded to Calamba to settle.  It was said that in 1735, Bagbagan was changed to Tunasan.  On that same year, a document of ownership called Torrens Title was found, which registered Bagbagan in the name of Datu Tuna Asomal, son of Datu Manaplo.
  2. Second Legend / Myth – According to the old folks, Tunasan was a haven of hardened criminals and pirates (“Tulisan”), hence, it was called Tunasan. During those times there are Chinese merchants trading their goods enroute to the Pasig River where the Tulisan dwells.  A battle between the Tulisan and the Chinese merchants occurred.  The victorious Tulisan confiscated the goods of the Chinese merchants and buried them in ground.  This partly explains the fact for the treasures found by the residents when they dig to build their homes.
  3. Third Legend / Myth – According to legend when the Americans stock their Tuna Sardines in the area, the people hide them.  Every time they eat, they sent an errand boy to get some, (Totoy kumuha ka ng Tuna) the boy would ask “Where?” (‘san?) being so repeatedly at the passage of time, the term Tuna-san was coined which became the name of the place.

III. Size & Location (Geographical Boundaries)

With a land area of 959.60 hectares (9.596 sq.km.) Barangay Tunasan is the biggest and longest (in terms of land area) of all nine (9) barangays of Muntinlupa City. It is bounded on the North by Poblacion, East by Laguna de Bay, West by the Province of Cavite and on the South by the town of San Pedro, Laguna.

IV. Physical Geography

Most of Tunasan during the early 30’s up to the early 80’s is composed mainly of agricultural land where rice and other agricultural products are raised.  The swampy areas near the Laguna De Bay are devoted to marine agriculture where fish and other marine products are cultured for commercial and domestic use.  However, due to urbanization, rice fields and other agricultural lands of Tunasan were slowly converted into residential and commercial areas.

The first subdivision developed was JPA, followed by Victoria Homes, Lodora Village, Villa Carolina I & II, Camella Homes III, Midland Subdivision, Park Homes, subsequently progress and development of new subdivisions arise like Camella-Ridgeview 1 & 2, Sto. Niño Village Phases 1,2,3 & 4, Lakeshore Homes, Abbey Place, Lindenwood, Brazillia Heights.  Simultaneously with the advent of industrialization, certain areas in Tunasan, particularly the RMT Industrial Complex, and the Filipinas Benson Industrial sites, were converted into a multifaceted zone which caters solely to factories, manufacturing plants, shops and other modern industries.  Among the first establishment in Barangay Tunasan are Advan Philippines, Tri-Phil, Levi’s (now Essence), Rothschild, Senga, FAPI and BOC. Presently, Tunasan now housed the warehouses of Design Concepts, Shopwise, Rustan’s Manufacturing Specialists, Pilipinas Galvanizing etc.

V. Economy

Today, greater majority of the areas in Barangay Tunasan are devoted to subdivisions and villages while some are utilized for factories and commercial establishments. Most of its residents are professionals, and well educated, while the skilled and unskilled laborers are gainfully employed.  With the presence of these factories and commercial establishments, the economic condition of Tunasan is above par with other barangays in the first district of Muntinlupa.  However, the presence of informal settlers situated “Along the Riles” has not in any way adversely affected the economic conditions of the area since most of them are gainfully employed, either as contractual or casual laborers in factories located within the territorial jurisdiction of barangay Tunasan.  Majority of the residents in subdivisions and villages have stable income either as executives, government employees and proprietors of small and medium enterprises like machine shops, welding shops or convenient store scattered within the area.  Economically, Tunasan can be considered within the bracket of “average” to the “above average” in terms of economic level, without prejudice to the 4% to 6% well-to-do families who are businessmen and proprietors of big corporations or commercial establishments.

VI. People

About 50% of the people living or residing in Barangay Tunasan are migrants from various provinces of Visayas, Mindanao and the Ilocos Region and they are composed mainly of jobseekers hoping to improve their living stature in life.  The other 50% are native-born residents who has settled permanently in Tunasan even before the start of the second world war, majority of which are descendants of families from 3 to 4 generations ago who decided to make Barangay Tunasan as their permanent residence.  Roughly one-third of the population lives in the informal settlers-area especially those who are residing “Along the Riles” and in Sitio Salvacion.

VII. Religion

About 80% of the people/residents of Barangay Tunasan are predominantly Catholic, the rest are Born again Christian, Iglesia ni Cristo and Protestants.  There are ten (10) Catholic churches in Tunasan, the biggest of which is the Saint Peregrine Shrine, six (6) belong to the Iglesia ni Cristo and about 80 churches are from various religious denominations.

VIII. Education

Public Education in general is free, from primary to the secondary levels.  There are two (2) Elementary Schools and one (1) Science High School where about 80% of the students are enrolled, while the remaining 20% are studying in several private schools located in various subdivisions of Barangay Tunasan.

IX. Government

Like any other Barangays throughout the country, Barangay Tunasan is governed by a set of Barangay Officials headed by the Chairman, 7  Barangay Kagawads', a Secretary and a Treasurer. Youth participation is also given importance in the Local Government Code which expressly provides the election of a Sangguniang Kabataan Chairman and seven (7) SK Kagawads' as members of the Sangguniang Kabataan. The guidelines in the governance of the barangays are provided for under Rep. Act. 7160, as amended, (Local Government Code of 1981. Barangay as the basic political unit of the government shall enjoy genuine and meaningful local autonomy to enable it to attain its fullest development as a self reliant community and make it more effective partner in the attainment of national goals.

X. Peace And Order (Crime Situation)

Barangay Tunasan is generally peaceful. Police records will show that major crime incidence within the territorial jurisdiction of Barangay Tunasan for the past ten (10) months is comparably low and negligible. There however, petty crimes like robbery-snatching of cellphones, and theft. Prevalent in the informal-settler areas are crimes against persons such as physical injury cases. Crime Efficiency Solution is 91% in terms of Index (major) crime.  This is due to the absence of organized crime syndicates operating in the barangay.  Another factor is the joint and coordinated effort of the Philippine National Police and the Barangay Tanod, the guardians of peace and order.  The Barangay Lupon resolves most of the domestic and neighborhood disputes in the Barangay Level.
