Mandate

Title III. Human Resources and Development of the Local Government Code of 1991

“… shall take all personnel actions in accordance with the Constitutional provisions on civil service, pertinent laws, rules and regulations thereon, including such policies, guidelines and standards as the Civil Service Commission may establish.”

Responsibility for Human Resources and Development – The chief executive of every local government unit shall be responsible for Human Resources and Development in his unit and shall take all personnel actions in accordance with the Constitutional provisions on civil service, pertinent laws, rules and regulations thereon, including such policies, guidelines and standards as the Civil Service Commission may establish.

Vision

We envision the City Human Resources Management Department as a core department that advocates professionalism in public service, and employees’ strategic Human Resource practices that foster harmonious relationships for the welfare of every employee.

To provide efficient, effective quality and strategic Human Resource Service that will fuel the City Government in the attainment of its vision by fostering harmonious relationships for the welfare of every employee thru developing competent people to become an asset to the organization.
